On July 5th 2022, the Decentralization Commission of the Congress of the Republic of Peru approved bill 1229 which decrees a change in the name of the “Ministry of woman and vulnerable populations” to “Ministry of the Family and Vulnerable Populations.” This means that Congress will debate the bill for approval or rejection. 

Many feminist groups spoke out against this proposal, affirming that this measure favors the regression of women’s rights and makes invisible the inequality and violence they live every day. However the real purpose of renaming this law is the affirmation of ensuring society contributes to equal treatment, and attention to each member of the family, and to all the citizens who need it, without being discriminated against.

Definitely, this must include the defense of women’s rights and the promotion of public policies for the prevention of violence against women. Nonetheless, women are not the only vulnerable population in our country. Our children and old people, who sometimes suffer abandonment, face a similar reality. 

Our country needs to enhance family values because violence and mental health challenges abound. We face them daily and this can be traced to the inadequacy of the required values and principles. Values such as respect, tolerance, generosity, solidarity, social sensitivity, and forgiveness, prepare the person to deal with coexistence and social interaction difficulties. 

Currently, the institution of the family is located inside the sub-directorate of the Women Ministry, so it doesn’t receive the importance it deserves, although it has a fundamental role in society. This law will promote the defense and protection of the human rights of each member of the family. In this way, the development and functions of the family within a community will strengthen through policies and laws.

If the name of the ministry changes, the perspective of the Ministry of the Family will reorganize in its operation and management, without ideological biases, but rather seeking to attend to the real needs of each family member and the whole family, in the function of its own nature and what it is called to be.

We hope that this change will take place and become the first step in helping our country take new steps in family development. In this way, we can eradicate other types of problems that do not allow a healthy coexistence in society.
